I'd say the uS gov is adept at both. Vote for Ron Paul if your sick of the same old crap in Washington. He's the uS's last hope.

The US Government at the moment is good at transferring wealth from the poor and middle class to the wealthy, and power to the corporate entities that paid for the election of "our" congressional delegates.
If we were at all close to 1776, 'the people" would be looking for a new revolution, in accordance with Jefferson's view that revolution is the only way the people can maintain control of any government. Now is the time for a revolution, because the National Guard (the inheritors of the 'right to bear arms") are all in Iraq, dead, injured or finally realizing how dumb the whole Iraq thing was and is.

Know this if nothing else. Your tax dollars go into this big long trough. Then the government pigs and their gluttonous hog lobbyists come out to feed. When they are done filling their viscera they crap all over the place and leave the mess for you to clean up with more tax dollars.

That's a close one.
People tend to notice, eventually, that their $ is going down the tubes. But the govt is like a tidal wave, you can see it coming, but can't stop it.
I'm gonna say making it worse. In the name of 'Bipartisanship' they half *** everything, and then say that they tried, then blame each other.
