Is your neighbor stuck inside or away while the fire is burning?
Does he have pets?
If he or animals are inside then I would call as soon as I noticed flames. If he were gone then maybe I would wait a few minutes. Wait, I probably couldn't do that....I have always had super nice neighbors so I really don't have that much experience with nasty people living next door.

Call right away. Totally aside from any moral considerations, the fire might spread to MY house if left unchecked.

I would call 999[I live in the UK]straight away. Because you hate your neighbour, or you fell out with them, doesn't mean you won't be a good neighbour.Your heart is stronger than anything ,small or big in the world.

no matter how much you hate someone they don't deserve to die...shame on anyone who would do anything other than call 911 right away.
