In my area good live rock at $7 would be a bargain - it runs $8-$10 in my area. But before you order any online, figure in the cost of shipping. With the weight of the rock, container, and a minimal amout of water to keep it alive, you may end up paying even more than the $7 if you don't!
Also consider that if you order online, you'll get some die-off because it will come wrapped in wet paper, so will have some areas exposed to air. This means more time to cure the rock. If you buy locally, the rock will be in water, and the die-off (and curing time) should be less.
NOTE: If you have a larger tank, consider buying some dry reef rock, lace rock, or base rock. This is the same type of rock, but it's cleaned and out of the water and sells for around $1.50. Put this on the bottom and put the live rock in the front and on top - This save you some money, and in a few months, the bacteria and organisms from live rock will colonize the rest.

http://www.virginiabeach.com/classifieds/
You can also try some aquarium clubs in and around your city, some people sell out of there homes for $3.00 to $5.00 per pound.
Here is a link for Aquarium clubs in the United states and Canada, Tons of different clubs in order by city.
http://www.aquaworldaquarium.com/Local_Fish_Clubs.htm#Local
You can also buy new and used equipment, Corals, fish and so on at way lower prices than your local fish store.
I get MOST of my saltwater equipment and livestock from peoples houses in and around my city (Ottawa, Ontario, Canada) by using the links on that page.
Good luck and I hope this helps.
