If the locks are relatively new you may be able to use a serial number to get new keys made by the lock manufacturer, but it is easy just to take off the door knob from the inside and replace with a $20 knob and lock.

your insurance idea is silly for <$500 cost

It's pretty simple. Most hardware stores offer lock changes for a very small price, around $6 per cylinder. You can pull off the deadbolts, take them over with a key, and have them changed. Then take the door knobs over after putting the deadbolts back on. That way, your door is always locked. They can not make you a first key, though, unless they happen to have one laying around. This is not a bad option, but only if they sell the same type of lock you have. Not because they might break it, but they change locks from a kit, and that kit only works on one type of lock.

Locksmiths charge upwards of $10-12 per cylinder. They can also take apart your lock, and make a key to fit; this would save you money if all your are keyed alike. I would call your friendly neighborhood locksmith, and ask for a quote. You don't have to pay them to come to you, you can take the locks to them.

If your locks are standard residential, and a few years old, then you might want to consider replacing them. Most lock manufacturers put a sticker with the key code on the package, so with a little patience you can find locks already keyed alike, and you will wind up with a bunch of extra keys!

I wouldn't submit this to my insurance, it would only raise your rates.

If you had done this before you lost them, $2.00 each key.
Now that you lost them, you will have to get a new lock.
Your insurance probably has a deductible on it which would be higher than the cost of replacing and installing the new lock.

Doubtful your insurance would cover it. Probably cheaper to replace the locks yourself than to call a locksmith to make you new keys or rekey the lock(s).
