the part of that question which will help you with your interest is
GAO just came out with a report showing how anyone in America can buy the materials needed to make a dirty bomb & testified to Congress about it.
For example ... they request permission from NRC to buy something quite inoculuus, and get the paperwork approving that, then can do white-out and change the form to show something quite serious, then get that, and the NRC has no follow-up or coding system to prevent this, like different approval codes depending on seriousness of what is being purchased.
A dirty bomb is where there is a conventional explosive like those recently used in London and Glasgow, but instead of sending burning gasoline, nails, ball bearings, etc. in all directions to maim anyone within a block or so of the explosion, the "payload" is radioactive materials, so as to mess up everything within a 20 block radius, of each such attack.

GAO is General Accountability Office which does investigations on behalf of Congress ... it is a royal shame that Congress does not do a better job of acting on what the GAO finds out.
