To your question about rocks, you can put any rock in there as long as it hasn't any sharp edges to it that could slice up your bettas fins

To tell ya the truth, if you have to have rocks use glass ones, the only thing about that is the fact that you have to wash them. & when ya do please use steri clean it is a jungle product , or white vineager works well , they love to eat flys and mosquito larve , try to clean the water at least once a week ... if they get fin rot u will be able to tell because their fin tips will look bloody , and please don`t feed them more than they can eat in a couple of minutes.... i use to work in a tropical fish warehouse for over twenty years, & was a pet shop manager for over three.... when bettas first come in we change their water... we usually didn`t feed them unless they were there over a week the color blue is said to be the most peaceful color, but get the color you like or that goes with your room ... ok ?........ Never get rocks or plants from streams or lakes. Sometimes rocks come with the tank .You can use those or buy rocks that don't look cheap from pet stores or other kinds of stores. make sure to wash the rocks when you clean the tank. When your done with them don't put them into a metal container because they will gather rust which is harmful.

Most stores sell river rocks that are polished smooth. These are from .5" to 1" in size which makes them easy to clean . They usually look pretty good when placed in the bottom of the bowl.

dark gravel, sand, pebbles, etc tend to contrast colors better, so i would definately make them black.
but try to get something non-calcerous, it will mess with the pH and hardness. to test for mineral leaking just drop a few drops of vinegar on the gravel and if it bubbles don't use it, just wash the vinegar off with water.
but do the betta a favor and get him a little 5 gallon tank and a filter and heater.

I do not recommend fish bowls, and don't add rocks to them as this reduces precious space for the fish. If you have to, go for well rounded ones as he can't cut his fins on them and If collected from the wild, make sure they are well washed.

You can go to the pet store ask someone. They'll probably tell you about some rocks that are easy to clean and easy to keep clean and that are smooth.
