First you have to realize that the maximum width of the rectangle would result in the shortest length, which is your question. So start with that...

Two of the four sides would be six inches, so adding those together gives you 12 inches worth of the perimeter. So...
28 - 12 = 16
There are two sides left... so divide the remainder above by two, and...
16 / 2 = 8

By definition a rectangle is the same length on opposite sides. If it is no more than 6 inches wide, (that would account for no more than 12 inches of the perimeter, leaving no less than 16 inches of perimeter to be accounted for). The opposing sides of the rectangle can be no less than 8 inches.

12 + 2x = 28
2x = 28 - 12
2x = 16
x = 16 /2
