Why does New Mexico always rate among the lowest in quality of life factors?

Statistics like Crime rate,Poverty,DWI arrests,unemployment,standard of living and so on.Is it being poor that makes New Mexico keep being that what it is or some other things involved too.

They have a low economic base.

Which means, not much manufacturing, not much farming, not much mining, not too many natural resources that can be converted into wealth.

If New Mexico, or any other place on earth, wants to become wealthy they have to create products that have value to people that are willing to trade their wealth {money} for New Mexican wealth.
