Twins are technically TWO people. Killing them both (or killing one which results in the death of the other) would be a double homicide.
Incidentally, "Siamese twins" is no longer an accurate or medically recognized term. What you are describing is "conjoined twins."

If both twins die, it would be 2. if just one dies it is one, and attempted murder on the other, b/c wether the attacker meant it or not they attempted death o the other twin since most twins have same vital organs or share veins and what not.

It would depend on whether one or both died. If one can be saved through an operation then he or she cannot be charged for for it.
However, he or she can be charged with charges endangering the life of another of something to that effect. Then the Siamese twin can take him/her to court and ask for punitive damages.

That's a catche-22 question ! It depends on the definition of death - if it implies ending the heart-beat and if the twin(s)depends on one heart, then the answer is one; otherwise it is two!
