You probably have a frost free refrigerator/freezer. You are correct that they are subliming. If a cover is kept on the ice cube container or the trays wrapped in saran wrap it will prevent the shrinkage.

As soon as the ice is made, empty the ice tray into a sealed plastic bag like a Ziploc bag. It won't eliminate sublimation, but it will reduce it a lot. It also reduces the absorption of food flavors into the ice.

Is there any reason why putting them in the freezer is not an option? Not many people seem to like the idea of putting them in the freezer. Why? It sounds like the most sensible thing to do.

if you want to prevent this in theory, there are a few possibilities. you could raise the pressure a lot or lower the terperature a lot, or raise the humidity.
if you want to just prevent this from happening in your freezer, your best bet is to keep using them, and making new ones. or you could try to keep them sealed.

Ice cubes dont evaporate, they have to melt first, so the it is ideal to shove them in the freezer.
