White LED bulb shining through a red lens.

Of the two, the white led shining through a red lens will probably be the brightER, but neither will be the brightEST.

The brightEST will probably be one of the new white leds used for car headlamps (Audi R8 or Lexus LS600h), shining through a clear lens.
