I know a respectable person who has been in jail (for financial problem) for approximately 3 years and he could write a book IN JAIL ABOUT his day by day memories in jail by special language that not easily understand by any one and only he knowes himself what had happene on that day In Jail.This is something very strange to me ?Can he candidate himself ? If yes . How?

It has to be a measurable record. There would have to be someone or some company that Guinness would agree to accredit (and who was completely independent of the source) that could validate the record.
In the scenario you present this seems very unlikely!

wtf that guy just said no he can't and gave no reason, i think that he could. Maybe you should call the guinness people (maybe that guy dean cain who was in the show) and find out for yourself dude
