Where are you? My advice is to start with training. Get into some good classes that include improv, scene study and on camera work. Also get involved in theatre. To build a resume start off with student films, grad films, indies, etc. Whatever you can do to get material for a reel.
Once you've gotten some decent credits and you want to find a legitimate agent to represent you for commercials, TV & film go to Sag.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.
Once you have an agent, they will get you the auditions, but until then you can check out actorsaccess.com. You can also see if your state has a film alliance. Sometimes they post audition information for projects filming locally. For theatre, you can go to backstage.com or http://www.actorsequity.org/castingcall/... If you find the audition on the Equity site, you still may be able to go, as long as their not taking appointments from equity actor's only :-) On backstage.com you have to pay to get all of the info, but the initial search is free and you may be able to see enough info to find out the rest on your own without paying. Backstage and actoraccess are great for finding all kinds of auditions without an agent, but it really depends on your location. If you don't live in a major filming are, your state film websites may be your best bet until you can relocate.
Remember that legitimate agents take 10% of your pay AFTER they help you get a job, not a cent before.

then get an agent in your area ( btw - no "real" agent expects or charges you to be represented by them - you pay them 10% after and only after you have booked a job)
Try out for as many plays and short films as you can- stay actively working on your craft.
* Acting is plain old hard work - the "celebrity" part is later much later and only a small part of acting.

Hey! I'm 16 turning 17, and I wanna be an actress, too! (what are the odds :P) I've wanted to be an actress since I was....maybe 7. I donno, it's just ALWAYS seemed to be my calling. Have you done any plays or nething yet. Cause my advice to you is: if you wanna act, you gotta put yourself out there. Go to oogles of auditions and give them your all. I'm trying to take my own advice as well. :) Maybe someday we'll star in a movie together. :D

Get involved in local theatre programs. Audition for anything that you can. It is alot of work and you must have the time to devote to it but if you do it will be very rewarding. The happiest times of my life were spent on stage. I did my first big role at 16.
