A female friend of the famnily was charged with breaking and entering a while back. There was no evidence and the victim never picked her out of a lineup or identified her. Should they file a false arrest suit against the police department being that she did go to jail, had to be bailed out and missed time away from work due to the complete year of the judicial system continuing the case?

You can sue anybody at any time for anything.

You will not necessarily win, however.

In this case, I doubt that the police made up a crime scene just to have a reason to arrest your friend. I'd imagine that they had a resonable suspicion that she was involved. That is all it takes for them to prove they acted in good faith.

The fact that she was cleared of the charges is a good thing.

Of course, if all you want is to get some money because her feelings were hurt, then go ahead and sue. The case will be thrown out of court.

If no charges were ever filed I would just drop the whole thing right now. The police obviously had some reason to suspect her whether or not it actually panned out. You could try to sue them but you probably won't even find a lawyer willing to represent you and you wouldn't have a snowball's chance in hell of winning. You don't want to get in to a p*ssing contest with the police. Let it go...

She could try it, but it's pretty tough. Presumably the police had some reason for arresting her. Despite what people may think, most PDs don't just go around arresting people for no reason.

Police have an qualified privilege to arrest people and investigate crimes.

This is not a case that would be worth pursuing
