You said QB, not Passer. Marino was the best passer. (With YA Tittle and Dan Fouts, but that is another list.)
A QB has other "intangibles" that can only be measured by "team" success.
In the Super Bowl* era, including cusp guys that won at least 1 Super Bowl, my top 10 QB (not just passer) is this:
1. Starr (2 SB’s and 3 NFL championships prior to SB)
2-3 (tie) Bradshaw (4 Super Bowls)
2-3 (tie) Montana (4 Super Bowls)
4-6 (tie) Unitas (1-1 in Super Bowls and 2 pre Super Bowl NFL championship)
4-6 (tie) Aikman (3-0 in Super Bowls)
4-6 (tie) Brady (3-0 in Super Bowls)
7-11 (tie) Staubach (2-2 in Super Bowls)
7-11 (tie) Len Dawson (1-1 in Super Bowls and 1 pre Super Bowl AFL championships)
7-11 (tie) Bob Griese (2–1 in Super Bowls)
7-11 (tie) Elway (2-3 in SB wins. If we just went by getting there he’d be have clear second. However putting Kelly with Monatana seemed a bit much.:D)
7-11 (tie) Plunkett (2-0) (Was he the only 2-0 guy?)
Tied for 12th are Farve and Warner. Both are active as of this writing and may enter the tie for 7th –11th place. A lot of guys got only one. The active ones can move into that tie for 12 or 7th.
I assume you can be lucky once. (Yes, Brady in 2001 was lucky.)
Winning is not everything, it is the only thing for a QB. Passing stats are nice, but if winning means no stats, isn’t winning better? Yes, a “system” QB that gets his ego out of the way as the other players do their jobs is waaaay better than a guy who figures it must because of him and forces 4 interceptions.
(Should it be a plus for getting there or a minus for losing? Ties not broken.)
*if not for this stipulation, Otto Graham is #1, and move everyone down 1 place. Otto Graham had 3 NFL championship wins, 3 NFL championship losses, and 4 AAFC championships. (If you do that add Bobby Layne of Detroit in with Plunkett As for Sammy Baugh, I don’t know how many Championships he won. Besides, he was the best Punter and Safety of all QBs.:D You can see why I cut off at the Super Bowl.:D )
Yes, Marino, Fouts, Y.A. Title, Moon (who unfairly lost half a career) are great passers but not better QBs. A QB needs things not measured by passer rating.
Now an idiot can say I’m wrong and how winning is not everything.:D (Then use baseball players or RBs to back up his point.:))
One possible guy that should be on this list is Warren Moon. Because of ignorant racism he had to spend most of his career in the CFL or become a WR.
