I was noticing that similarity to Mr Burns just the other day. Body language and posture. In silhouette they are identical.
I don't know about the psychopath designation, but Cheney has no real concern for 'others', which should be a requirement for holding public office. No wonder his popularity hovers down in the single digits.

I believe there should be laws/rules passed to more clearly define the role of the vice-president. Cheney has clearly played a role in American government no other vice president has done before. Cheney is clearly out of control when he says he does not have to answer to either the Congress or the president.

Cheney shot a man down in cold blood with a shotgun. I think that qualifies him as a psycho. Plus, he's the only man in America delusional enough to still maintain that Iraq is a success.
