Why is my Guild Wars downloading places like cities I have already downloaded?

It's not the cities that it is downloading. When you log into the game for the first time after an update, you're downloading all of the new content. There was a HUGE! new update for all of the Eye of the North content 2 days ago which took awhile to download. That's probably what you ran into.

New content is constantly added in Guild Wars, some of the cities seem similar but they are not the same.

New content is constantly added in Guild Wars, and it is probably just downloading the new things. It always happens.
