Yes I have noticed this. I have also noticed that you yourself have been guilty of this same behavior.
Here is one example:
"How are women treated in india?
how much of a differince is there between canada and india?"

"in the third world - it seems that all of life is a bit cheaper then we say it is here in the west but people are treated poorly everywhere - the world is becoming one
the seperations are fewer and fewer
question could also be - how are we treating people in this great big round country of ours? "
I do not believe this constitutes permanent blocking. However, I think that one should keep their own behavior above reproach if they are going to seek to criticize the same behaviors of others.

Lol i never noticed that but I think the reason behind your theory is because some people dont know how to put their thoughts on to paper or computer. Notice how there is a cirtain intuitive nature when talking face to face with someone but when your writing a letter or email or something you have to write or word your thoughts differently and carefully cos the written word is less intuitive,,,(im not I explained that very well but i hope you get my idea lol)
In a nutshell some people write the way they would talk and sometimes that doesnt always work.
Also some questions arent very specific they are too broad and thus anyone trying to answer it will have a hard time doing soo. Another problem is that some questions are just too long. By the time you finish reading the PARAGRAPH LONG question your like "HUUH what was the question again"
anyway i will look out for such questions and see if the answers really do head off in different tangents

Yes, I have noticed. BUT... you are oversimplifying this. Some questions imply other answers, even if they do not ask for them. Some questions elicit opinion. And some questions are just poorly worded or are inconsequential without the "lecture," such as a dichotomous "yes and no" question. In extreme cases, however, I think you are right. If you ask a question about mothballs, and someone goes off on a rant about how atheists or Republicans or French people suck, then they are in gross violation of the community guidelines, and should be reported. If you are on topic, however, you have a right to answer as you will as much as we all have the right to ask our question. If you don't like the answer, then who cares? Skip it.

If You truly want an answer to a specific question, then define the acceptable parameters and ignore transgressors.Then ensure that it is lodged in the appropriate section. It is easy to enforce with a thumbs down and a comment or two.

Unfortunately, a lot of the questions imply a lot more than is being asked. If you go into my profile, you'll see several questions I answered which are offensive because of what is not asked.
I hope you don't think I'm ranting here because I don't want anyone to block me. :)
