Yes. The speed of light is something which exists within your own frame of reference and not in some place outside you. Think of it this way. If you move at the speed of sound, would you feel the air. Yes. Because the feeling is transmitted to you brain by the nerves in your own hands and this is not in anyway related to the air between your hand and your brain.

Similarly, the light you see has nothing to do with the speed of the other person. It is something within your own frame of reference just like your hand. In the same way you move around with your hands, you also move around with your frame of reference.

The short answer would be, yes.

The long answer is that traveling at exactly at the speed of light results in division by zero in the math of relativity, so the whole idea is theoretically impossible. But the theory also says that the speed of light is always observed to be the same, even the speed of one beam of light seen by two different people, even if those people are moving at different speeds themselves. So the driver of the car sees the light leaving his car at the 300,000 km/s and the person standing still as the car drives past sees the car and the light beam just keeping pace with each other as they both pass at 300,000 km/s. It flies in the face of common sense, but that is the basis of relativity and the observed fact in all cases where an observation has been made.

when driving a car, hypothetically of course, at light speed, you would be able to see the headlights of your car. this is because the closer you get to light speed, the slower you travel through time. (you travel the speed of light through the four dimensions, and if you travel light speed through spacial dimensions you do not move through time). so even though you are going the same speed as the photons in the headlights, they are still traveling away from you at light speed.
