Bootcut just has a slight flare to allow for "cowboy boots" under the legs..

Flared legs are more like bell bottoms..

Bootcut jeans have a bit of a bigger bottom to fit over boots, but they are not straight legs... just slightly bigger. hence the name...
Jeans with flare are wider starting at the knee down.
