I think u can solve like this:
3(y-17)=-5(y-23)
3y-51 =-5y+115
3y-51 =-5y+115
3y+5y =115+51
8y =166
y =166/8
y =20.75

you can solve this several ways...but I'll use a standard algebraic technique

3(y-17) = -5(y-23)
3y-51 = -5y+115
8y = 166
y = 166/8 = 83/4 = 20.75 or whatever form you like.
