Not at all. Arenanet has stated that they have no problem with runners. It's a legitimate ingame service for making some money.

Personally, I won't accept a run. I feel that if I can't get someplace with my own skills, then I don't need to be there, but that's just my opinion. I have run some guildmates before for free and occasionally run a stranger for tips, but running isn't my forte so I don't do it often.

Many folks will buy runs so that they can get their 4th or 5th characters to the endgame areas quickly to cap elites or buy max armor without having to play thru the entire game for a 4th or 5th time. (There's only so many times you can kill the White Mantle before it gets boring). There's nothing wrong with that.

I don't think however that you should be buying runs on your first character if you've never played thru at least once. If you've buying runs just because it's too hard for you to complete on your own, then you need to learn how to complete it, instead of running to a harder area that you'll be totally lost in.

Guild Wars is being developed by ArenaNet, a subsidiary of NCsoft. Rather than have a continuous beta ArenaNet hold Beta weekends, where pre-ordered players and invited friends are allowed to test the game. This weekend was one such event and I was lucky enough to be invited along.
