You need to head to the mansion on the north west side and head through until you encounter the scientist on the second/third floor. He'll be standing at the bottom and talk to him. He'll mention that you need to jump off right there. Save and take the left side (or right, I forget sorry). Head through and on the bottom level you'll get the key. Warp out with an escape rope and head to the gym you can now unlock.
