suppose I got a gas which has a break down voltage of 40000V at 1 inch. Now suppose i have two plates facing each other one is at 25000v other is neutral and they are at 1 inch away. Now suppose the neutral plate gas induced with 20000v (not 25000 because of the distance factor). The gas will reach its break down voltage and charge will leak...right?

Now suppose i increase the distance to 2 inch....and still i have 25000v in one plate. now will the induced charge on the neutral plate will become 10000v?...and also for that distance will the breakdown voltage increase to double...that is 40000v?

The breakdown voltage will increase to 80000 V if you increase the distance to 2 inches.

I am not clear about the other parts of your question about inducing a voltage on the neutral plate and hence the leakage. I feel there is some error there.
