OK so I want to make a I guess blog sort of thing but I can't get the scroll box onto the little box on the bottom (If this doesn't make sense just look at page http://www.neopets.com/~Peacefulgallop I've been plating with if for a while and it just won't go into the box. How do I solve this?

Um, in your code I can see that you've put a DIV in but there is no style commands changing the position of it, if you use a position:relative from the place it exists within the frame it should come down. Within the DIV tage write style="position:relative;top:5px;left:5px;" then change the numbers on the top and left until it lines up and you can go into negatives if need be.

Ok I'm not exactly sure how this works, and I have never seen it used this way, but there are two tags at work here...

the page is using tables.

In the code one of the td tags says -

td width="298" height="128"

This is the cell that the scroll bar is in.

Inside that td tag is

div style="width: 298; height: 128; overflow: auto; font-family: Verdana, Tahoma, Helvetica, sans-serif; font-size: 11px; color: #000000; scrollbar-arrow-color:#FFFFFF; scrollbar-track-color:#6C9AC4; scrollbar-face-color:#3D76AA; scrollbar-highlight-color:#6C9AC4; scrollbar-3dlight-color:#3D76AA; scrollbar-darkshadow-color:#1F4B74; scrollbar-shadow-color:#3D76AA;"

the div's fix width and height and auto overflow allows the scroll bar to be added letter on. in the same div.

They used a second div right after the first to pad the text in-ward from the edge of the cell.

If you mean, into the box in the "lawn" under the racer, then use the racer as a "background-image" for the menu, with enough padding "fore and aft" to allow for the background image to show up. The background-image will "fill up" the padding.
