most town homes have associations, what is the purpose? Is the association there to hassle and make up rediculous bilaws, or to maintain the parimeter?

If there is an association it's likely that the development is organized as a condominium. The primary purposes are to provide for maintenance of common areas and to enforce standards of maintenance and appearance.

Maintain the common perimeter and other common areas, but also enforce rules to keep a certain (high)standard. Unfortunately, some people are slobs, and in shared living enviornments (townhouses, condos, coops), where people are forced to be close together, the majority have to give up some freedom, so that the slobs can be held accountable (and if that is a hassle for some people, so be it, and don't live in a community with an association!)

The associations are to protect people from the one outrageous tenant who has no respect for those around them. It can come as a hassle sometimes, but consider that some people are pack rats, or want to paint their home bright pink. This would bring down your value or make it hard to sell your house later. Associations protect you from this kind of behavior.

This is why I refuse to buy in an HOA. Unfortunately the rules and by-laws are almost always written so the board members can do whatever they want while enforcing the rules against you. It sounds like you need to look up "tire spikes" in Google shopping... after a few consecutive nights of 4 flat tires, the tow truck will no longer come around.
