Mammals such as rodents, dogs and cats are born with their eyes closed so that the parent animal does not have to carry them internally for long. (shorter gestation term) They also hide their young away in dens of some sort for security.. Mammals such as cattle and horses are born with their bodies fully formed and their eyes open so that they can run with the herd and escape from predators.( Longer gestation term) Monkeys, apes and humans carry their young with them so their eyes are fully formed and open so that they can regognize their parent animal and gain sustenance this way.

Those mammals "born blind" are not actually blind but are mostly born with their eyes closed and their eyelids fused together and the eyes open later. It need light to see so with a shut eyes, definitely there is nothing they can see on that time but they will start to see once their eyes start to open.

Likely because all mammals must learn to see. The optic equipment of the eye sends nerve signals to certain areas of the brain (that have never had sight before) and the nerve impulses must be organized and interpreted as images of the real world. Human infants must learn the difference between straight lines, circles and squares (and layers of the visual cortex respond to them). That is why we can be fooled by optical illusions (Which hat is larger? etc.) using lines that would not fool someone from the jungle. Those who never gain sight may use the brain capacity for some other function. Of course animals must gain sight as quickly as needed for survival which may differ from a colt that stands up right away and a litter of kittens that receive days of care by the mother cat.
