Anytime is a good time for a hug, its a lovely feeling when someone gives you a hug !.
The last person to give me a hug was a nurse at the hospital, totally unexpected, but most welcome !!.

Anytime! If they are happy and you give them a hug it will make them more happy. If you gve someone a hug when they are down it just might cheer them up!

Happy news, sad news, good byes, hellos, birthdays, Christmas, etc. However, some people are not tactile and in this case I would rub arm or pat backs rather than a full blown squeeze.
