What you're seeing is called "Sooty Mold". Sooty mold develops on stems and leaves when scale insects, whiteflies, or mealybugs are present. These insects exude a sweet, sticky honeydew upon which the fungus flourishes. Although unsightly, the fungus doesn't harm the plant and it's the insects that weaken it. Quite often, you'll see ants get involved by nourishing (farming) these insects and carry them up into the trees. To eliminate the sooty mold problem, you'll need to control the insects that inhabit your plant.

To control whiteflies and mealybug on your plumeria, I'd recommend using the active ingredient "IMIDACLOPRID", which is sold as "Bayer Advanced Tree & Shrub Insect Control" and can be found at most hardware/garden shops.
It's a very safe systemic insecticide that is soil-applied after mixing with water. Once the roots absorb it, will move within the plant up to the leaves and growing tips. Most sucking insects (whiteflies & mealybugs) will ingest it and then die. One application usually lasts about 8 to 12 months. I've used it on my lawn, ornamental plants and trees and it's done an excellent job!

It does not control mites and armored scale. For their control, you'll probably need to use a neem-based product or Safer's Insecticidal Soap. Make sure you get on the underside of leaves to obtain good results.

Hope this information helps solve your problem. GOOD LUCK!

just buy fresh stuff, if you are using the greens for a salad no one will eat it if there is old in there.
