Let's say if you are pretty sure that the department itself is corrupt and is not going to lend a sympathetic ear.

You could always go to your local city or town council, or mayors office.
The news may not get involved if there is something in your past that could make it look like you were just playing the poor me card after you got caught.

Make sure you are prepared to deal with the results of your actions.

How large a department? Does it have an Internal Affairs Division?

If not go to the Chief directly. If you suspect the Chief is involved, go to the Mayor. If you want even higher authority, call the State Attorney.

You must have more than, ". . .pretty sure that the department is corrupt". You need specific charges, dates, names, times, events, etc.

Look for an "Internal Affairs" department, or go to the police commission. If that doesn't work, contact the local newspapers. They love that sort of thing. But be prepared to back up your claims with solid proof, or at best you'll look like a nut with a grudge.

There is likely a State Board of Veterinary Medicine or an agency that licenses vets. They are who you should report to if you want some action taken against the vet's license. The police are also an option.

I would say go to the FBI but only if you have proof--lots of it.Hope you are planning to move because if you bring this up and the dept. is corrupt they will harass you and your family forever they will also make it impossible for you or your family and even your Friends to find work.I am not trying to scare you but the county I grew up in was corrupt and I saw this happen over and over.

either their cheif or try to get in touch with the departments internal affairs unit. If that doesn't work, try the feds

The local news station. I live in Houston and our 6 news stations are always dead in the cops rectum exposing wrong doing.
