The 2008 Disney prices don't usually come out until late July or early August. If you call Disney direct you can make the reservations but you will not have the "final" price of your package until the new prices are released. I have made reservations a year in advance before with no problem, but you have to call to make the arrangements. They will book your package, hotel, rooms, everything. You will get a confirmation in the mail showing the reservations and the package you chose, then you will get another statement later after the package prices are posted. That is how it was done before we became Vacation Club members, and we did that for a trip in 2004. If you have any questions on how the procedure works, ask the Cast Member you talk to on the phone, they are very helpful and knowledgeable.

No one really knows for sure yet. They were saying that they were supposed to come out a few weekends ago, but they didn't. Then I heard the first week of July, but it has come and gone and still no '08 prices.
I would expect them to come out sometime in mid to late July like usual. Best thing to do is check the message boards where they talk about it all the time, get signed up for a newsletter (try to find a more reliable one that will get the news out in a timely manner, some can be pretty slow or find out late) or just keep watching Disney's site. I think the easiest thing would be to call Disney and ask them if they are out, they should have the most reliable info (most agents do anyway) Then if the rates are out you can book the right away, usually right after new dates or a code is released, the website can be really slow, not work, or not have the new info up right away. Disney is usually better since they can tell you if they are down or get you taken care of right away.
The day that rates come out, it will be a little crazy to try and get rates. Disney's phone line will have long waits, their internet site will be slow, etc. The rates for 2008 are not going to sell out on the first day, you can still get a room for most dates this year and even in some cases get it for dates that are really close. If it were me, I think I would wait till later in the day or until the next day, otherwise you will be spending a lot of time on the phone for something that really is not limited.
A lot of people say to book a room only reservation first and then book your package when it is available, but it really won't do you much good. The reason is that they are two seperate reservations and even though they are both for Disney, the room only runs through, basically, a different company. So, when the packages come out you would need to start all over to book it, which means the room only would need to be canceled, your money go back to your credit card and a seperate charge needs to be made for your package. So, you have to have two deposits, one for the package and one for the room only. So by booking the room only you are not guarenteeing that you will have the room available that you want since the room only cannot be rolled over to a package. If you have a room view, hotel, etc. that you really want to have and you are going earlier in the year, then I guess it would be okay, as long as you don't mind sticking with the room only if it would not be available for packages. I personally just wait because I don't really see the benefit it doing the extra work, but that is just me.

If you mean not in season prices, then go to the walt disney world website. Just put in different dates for a resort and it will tell you the total, so you can compare times.
As for prices overall dropping, that doesn't happen, instead it goes up a little each year.
Go ahead and book your trip and enjoy!

If you get a room/ticket package end of august through beg. of Sept there is FREE DINING. That will drop your prices drastically.

Probably within a few weeks, if you're booking a vacation package. If you just need a room-only, you can book that now by calling. (however, the rates are subject to change)
Alternately, you can book a room-only reservation now to hold your spot (I did this, because I have a specific place and room type I wanted) and then convert it to a package when they come out.

I called like the begining of this month and they told me that it would be Aug, before they got the prices, I am ready for the 2008 prices myself!!!!!!!!!!!!!!!
