Miguel de Cervantes said that Truth indeed rather alleviates than hurts, and will always bear up against falsehood, as oil does above water. so, in answer to your question, if it does confuse it is only because the listener isn't really hearing what is being said or doesn't want to.

It isn't possible to 'tell' the truth with words, so Tallyrand was probably right saying that language was invented to disguise what we think.
We could reach the truth easier with ESP, and wouldn't need to learn Esperanto to reach the maximum number of people. Animals and birds talk to each other this way, and according to scientists who measure this stuff, it is transmitted instantaneously. If we went back, there would be no more dissembling, no more swearing on holy books - there could even be peace?

true and the truth seem to me to be variables, i would not even think of it really as facts, except in the context of personal concepts, as in "the fact is it seems true to me" etc
not sure what you mean by the last part, what phenomenon do you feel it creates?
