I usually hear that as a response to something someone else said. For example, "That guy is an idiot" and the other person will say, "Well, that goes without saying"

Hi there.
The idea is, what they are aout to say is so obviously true and so widely accepted as true as to be non-arguable - but they still need to tell you exactly which established truth they are about to use.There are many!
