Not while the Main Stream Media are in control. ABC, CBS, NBC, PBS, NPR, NY Times and the LA Times are on the side of the terrorists. For them there is no war on terror. If you really think that any politician says sth. for any other reason than to win votes you're the one who needs a ray of understanding.
What I mean is : Whoever said that did so to please some right-wing voters, not bc. he's convinced of it.
It would contradict germany's own history, btw. Germany dealt with the RAF terrorists in the seventies by arresting them, not killing them.
