As a rule yes it is true. If there is smoke then the fire if not already going, is going to start real quick.

Not really because, say if someone's smoking. There isn't an actual fire, but there is smoke coming from the cigarrette. So I just proved that logic wrong! Wooooooooooo!

EDIT: The actual comment is "Where there's smoke, there's fire." But you can have one without the other. Especially smoke without fire.
