Tsubasa is not a continuation of Cardcaptor Sakura. They are made by the same author (CLAMP). The characters in Tsubasa are pulled from other works of CLAMP. Sakura, Tomoyo, and Syaoran in both Tsubasa and Cardcaptor Sakura share the same name, looks, and personalities but are older in Tsubasa. Also, Tsubasa is a crossover with xxxHolic. xxxHolic tells the story of Yuko the Dimension Witch and Watanuki.

No, Tsubasa isn't a continuation of Cardcaptors Sakura. I think that there is an english version for Tsubasa; i think that the first volume for the anime just came out recently. But CLAMP's manga do diverge together. For example, later on in Tsubasa, something is going to happen and Sakura's soul went into the dreams of Yuko's(the space time witch) servant (he's the guy that gave mokona to them in the beginning). You'll have to read xxxHolic too to see what the dream was about.

As the others have pointed out, it is not the continuation of Cardcaptor Sakura. However, it should be noted that CSS world also exist in Tsubasa Reservoir Chronicle, which actually shares the same world as the dimensional witch, Yuuko.

In other words:
Cardcaptor Sakura world = xxxHolic world

Tsubasa Reservoir Chronicle = combination of every world that had been created by CLAMP. You can think of TRC as an extension to all the story created by CLAMP before with focus on Syaoran and Sakura.

It is not a continuation of the series at all. Tsubasa Reservoir Chronicles is an all new series by the same people that made CCSakura.
It has been hinted that even though they share the same soul they are different people. Sakura from CCS and the Sakura from Tsubasa exist on another universe. We also know they are older version of them. Also, Sakura's father in Tsubasa is Clow Reed and Syaoran's father is Sakura's father from CCSakura.

tsubasa chronicles are made by the same ppl who made card captor sakura.they basically took characters from some of their other works and combined it in tsubasa chronicles. it has nothing to do with cardcaptor sakura though the chracters share the same name and appearences, though slightly older. it is a really good show to watch.
as for the english version, ANIMAX dubbs the show into english though i personally prefer watching it in japanese with subtitles as the dubbing isnt that good.

they're the two drawn and written with the aid of CLAMP and CLAMP has a habit of utilising characters they have already used for yet another anime in this subject Cardcaptor Sakura, yet, Cardcaptor Sakura and Tsubasa Reservior Chronicle have no relation apart from Sakura and Syaoron and prehaps some different characters i've got forgotten.

Tsubasa was a project CLAMP chose basically just to have some fun with all of their characters. Not only are characters from CCS in the series, but there are characters from nearly all of their series', including Rayearth, Chobits, and Wish. I think the series turned into something more once they started with it, and the characters themselves evolved into their own characters.

Also, there is a series (anime and manga as well) called XXXHolic, that is a complimenting series to Tsubasa. It focuses on the Dimensional Witch on Earth and her 'assistant'. ((Oh, and by the way, XXX does not refer to anything sexual, it's to be read as "Blank-holic", as it deals with people who have odd addictions.))
