There is no formula. There are rules in each language including English, but I'm not going to go through them here.
The question means something like:
1234 = one thousand, two hundred and thirty four.

Yes, here is the formula.
Read the number and see how many digits it has. Start from the left digit and go to the right. each digit has a specific value assigned to it and the value is expressed differently in different languages. In english, starting from the right to left, we have the units, the tens, the hundreds, the thousands, the ten thousands etc.
So, 1234 is written as one thousand two hundred and thrity four.

really i dont think there is any formulae for converting amount into number and amount into word...
