There are no laws regulating drive thru policies. Fast food restaurants are private businesses. If they say vehicles only, then you cannot go through on a bicycle.

You have the choice of going to restaurant when the dining room is open, picking up stuff from a convenience store or eating a home.
If you are not old enough to drive a car, than it is highly probablity you may be in violation of curfew laws as most dining rooms don't close until at least 10pm and most after midnight.
It isn't due to any laws, it is due to the restaurant's policy due to insurance liability reasons and they are within their right to refuse to serve you at a drive-thru if you are riding a bike. In many places if an employee violates the policy for any reason, they are terminated. If you continue to try after told that you can't, the business can call the police and you could be charged with disorderly conduct and/or barred from the premesis.

I have a Motorized Bicycle, Under California law my bicycle is allowed up to 4.0 brake horsepower before it has to be registered as a moped or Motorized vehicle. With that said If I drive into a drive thru with said bicycle No Restaurant can deny me service Since the bike is registered as a Motor vehicle.

How is a business with a policy to simply not serve cyclists in a drive thru - not bias and a discriminatory practice? Not everyone owns a car. Not everyone can go to a establishment during non-drive thru hours. Banks, fast food and Starbucks?

No laws specifically address this situation.
Many establishments refuse drive-through service to pedestrians on the basis of safety and insurance liability. Cyclists are usually refused service with the same justification given.
However, in Australia and the UK, many drive-thrus allow pedestrians.

If your friends with the people at the Drive-Thru (which would be a good idea) then it should be alright.
But if you don't have a vehicle that requires a liscense then it's usually illegal to use the drive-thru by any other means.

there's no 'law' per se, but the restaurant makes the rules. It should be a good idea for the restaurant to let you have business with them, after all they make money off of you.
