It depends on what you mean by slitting and how old you are. If the foreskin is becoming free from the glans and can now slide back, then that is normal. If you mean that there are cuts on your penis, then you need a doctor's advice. But you do NOT need circumcision -- that's only for gangrene, cancer, and frostbite on the foreskin. All other foreskin problems are fixable without removing the foreskin.

Can you ask your father or another older male relative to advise you? It is very hard for us here to determine what the problem is from the description you have given, but an adult male relative could look at it and tell you much more.

sounds like you have a tight foreskin. Ask your doctor as you might need circumsised !
