I can't find it either.

Then again, I can't find the part about "Separation of Church and State" either. That's one for the court, zero for Congress so far. I guess them wanting to play QB with the military is them trying to get even with the USSC and the separation of powers.

No where. There is something called "separation of powers" which the Supreme Court has supported in nearly every ruling for the last 200 years.

Congress is the inherent check of the executive branch. So they are MEANT to have oversight authority.

it does not say it anywhere, what it does say is only Congress can declare war, and Congress is in charge of the money.
