Direct-X are softwares used for many purposes especially for graphics related programs. Why in the world do you want to uninstall it when it just can stop most of your programs from responding? Do not do it. Instead you should try to upgrade the latest ones to keep your puter running at high speed and maximum performance.

XP has version 8.1 as a part of the operating system and you can't get rid of it. To check which version you have, start, run, and type dxdiag in the box and click OK. This is the direct x diagnostic tool. If you have version 9, you can get rid of it but XP will reinstall 8.1 the next time you boot up.
To get rid of version 9, start, run, type regedit in the box and click OK. Go to this key and delete it. NOTHING ELSE or your system won't run.

If you scroll down the page, there is a section devoted to direct x troubleshooting including a section on how to delete it, which is not recommended but also ways of dealing with any problems it may be causing.

go to Control Panel>Add or Remove Programs and find the program you want to delete on the list. Delete it.
