What does it actually enable you to do if you have people in contacts? Is it only to view each others Q & A's? Can you chat between the 2 of you?

If you have a Yahoo E-Mail account, this is where your E-Mail addresses (Contacts) are stored. You can likely chat if you and the other person have a Yahoo ID and Yahoo messenger.

It allows you to send emails to and from each other, whenever you want.
No, you can view anyone's questions and answers and I am not sure about being able to chat between each other you probably can.
