1. Since you have to displace 4 cubic feet to have the solid immersed, the water has to rise 4 inches in the 12 ft2 cross-section.

2. If the radius is 3 ft, the circumference is 2*pi*3 or about 18.8 ft. You can cut 9 pieces of wire from this.
