You're right that there are tons of people who want the same thing you do. No one here is likely to reassure you that you are the one that will make it out of all of these people, but who knows... you might be. But it's really your job to make it happen. If you want it, get training (lots of good acting classes), build your resume (get jobs), and get an agent.
Once you get that far, and you want to find a legitimate agent to represent you for commercials, TV & film go to Sag.org. Use the dropdown menu on the right labeled 'resources' and choose 'agent information'. On the next screen, on the left choose 'Find a SAG franchised agent' and follow the directions. You can look up agents all over the US, but there are higher concentrations where the work is (Los Angeles, NY, IL, FL, GA etc.)
Then you can send them your headshot, resume, and a cover letter stating that you are seeking representation and wait to see if they call you in for an interview.
Once you have an agent, they will get you the auditions, but until then you can check out actorsaccess.com. You can also see if your state has a film alliance. Sometimes they post audition information for projects filming locally. For theatre, you can go to backstage.com or http://www.actorsequity.org/castingcall/... If you find the audition on the Equity site, you still may be able to go, as long as their not taking appointments from equity actor's only :-) On backstage.com you have to pay to get all of the info, but the initial search is free and you may be able to see enough info to find out the rest on your own without paying.

You are an actress/actor the moment you choose to be. So, if you WANT to be an actress, congratulations you are an actress.
Now, to be a WORKING Actress you must evaluate your talent for acting. Talent is NOT born, it is learned.
How to become a working actress/actor:
- traininng
-experience
- brutally honest self evaluation
The first step is getting some training. You would not know how to read, write, walk, etc. if you were not trained. Training is the first step.
Once you learn technique, get as much experience as you can (school plays, Community Theater, Home Movies).
Go on auditions. There are plenty independent movies being made where you do not necessarily need an agent to get an auditon.
Confidence is a must, but to be truthfuly an honestly confident, you MUST be Brutally honest with yourself and evaluate your abilities. This is not a bad thing to point out your weak points and your strong points, that is the only way in which to progress and work in those areas you need to improve.
If you truly want to be a WORKING actress, then you can. It might not be easy, but you can achieve what ever you set your mind to.

Well we are very similar. I also want to be an actress. I have a passion for it and like you if i dont act i will kind of be incomplete. I think that believing in yourself is the first major thing you need to have down. if you start to think negative things such as no i cant do it that will reflect on you and might not help you. and also people on yahoo do not know if you can become an actress or not. its your choice. no one here knows you so you cant depend on them telling you if your good or not. so my advice is to believe in yourself, go after what you want, and if you think you can do it , then maybe you can. however like you said acting is very hard to get into and the chances of becoming famous are very slim. however good luck to you.

Probably the only way to find out, is to start doing it. You can act in student films, and in plays, non-union films. There are many places to get audition notices, depending on where you live.

You shouldn't rely on other people for REASSURANCE,
if you really do BELIEVE in yourself..
I mean people might help you, but also try to scam you and bring you down.
Try to rely on yourself more, not on other people , cause at the end of the day , you're all you've got.
