They can enforce the suspension at any time during the suspension period.
In other words, if the DMV or the court suspends your license, you can be charged with driving without a license any time you get caught driving for the whole suspension period.

What do you mean "enforce it"? If your license is suspended, it's suspended. I'm sure you received a letter from the DMV regarding this if your license has actually been suspended. It's not like there is some statute of limitations and after a while your are going to be OK again. I would call the DMV to check the status of your license if you have any doubt as to whether or not your license is valid. The last thing you want to do is get pulled over on a suspended license, ask Paris.

As long as the law says they do.
If the suspension is for 18 months, then you will see your license in about that amount of time.

One year is minimal but it could be as long as five years according to this website. It all depends on if the suspension was for a DUI, it's a third offense, etc.
