I am a girl, so from a girls point of view I think they both have qualities about them that are nice. They are very different looking so I guess it comes down to the individual person you are judging and the tastes of the person choosing. What one considers good looking could be very ugly to another! Beauty is in the eye of the beholder.
But to answer your question and if I the word girls was changed to men - then I would say I prefer Japanese men.

Japanese girls are cute in a energetic way, while Philippine girls are stylish and are pretty in a interesting way.

I was always really attracted to Pinays back in my single days, not that I didn't also run into some really good looking Japanese women. But have to give the edge to filipinas.

Philippine Girls.... because if you will go back to their history, they were conquered by 3 nationalitiies... the spaniards ( spain), americans, and japanese...
meaning they are mixed blood. that's why, the filipinas has better looks.
