Double and triple pane windows need a custom frame to hold the glass. You cannot just add another pane to existing windows.

Actually the answer is yes:

Magnetic glazing is a glazing where clear acrylic has magnetic tape around the perimeter and there is magnetic tape aroud the frame of the window. These units are made to order for each window. If the exixting window is in good and properly sealed, these units can be fitted to most windows.

Well Hate to tell you no you can not do what your thinking of.
Plus by the time you did it and the cost you could have put in new windows.
And Please note Im not knocking pella windws but its kinda like nike's your payin for the name. They do have good windows but check around first there are alot of good deals out there.

No. Buy Pella windows and you will never have another problem.
