Well, United Nations means nations that are united; on the basis of an agreed upon charter. If a country doesn't stand by its agreeing then unitedness is not there. That of course doesn't mean that the UN is useless. It just means that thye country that doesn't stick to its agreement is useless and dangerous. It doesn't do to selectively refer Iraq not obeying UN resolutions as a reasons for attacking that country. How many other countries did not conform to UN resolutions? Take Israel for instance. Was Israel invaded by the USA?
Even though its policy is not really peaceful either.

The UN's time has came and went. Now all it is a corrupt, ineffective, bureaucratic institution with no hope for any realistic or meaningful resolutions. In short, its a money pit.

Yes, plagued by scandals, almost 3.5 billion dollars unaccounted for under Kofi Annan alone, they have had virtually no value since Secretary-General Dag Hammarskjöld .
