Or are we destined to lose all wars like that?

Not the way we are going. We are fighting the war from the wrong end. Americans are currently funding both sides of the war. First, Congress passes a spending bill of billions to fund US and coalition troops and "rebuild" Iraq. Second, we buy Arab oil.
In the news conference today, with the Dept of Homeland Security, we were told Al Qaida has rebuilt with more weapons, more recruits and new money, along with other extremist organizations. Where did all that come from? Since the Iraq invasion, the price of oil has gone up 250%. The radical Islamists have 250% more disposable cash they can invest. Part of that goes to support terrorism. As long as there is even a possibility of a disruption of the oil supply, the price stays high. Think about it!
When Iran kidnapped the British sailors and marines, within a week, the price of oil went up $4 a barrel, just because there was a threat. That put an additional $10 million a day into Iran. That money goes into their nuclear program, sending weapons and support to the militias and insurgents in Iraq and support to Hezballah in Lebanon. Who, by the way, is sending fighters and weapons to kill Americans in Iraq.
The solution is simple. STOP BUYING THEIR OIL!!! There are so many alternative energy sources to choose from. My personal favorite is bio-fuels (ethanol and bio-diesel). If the US would switch to bio-fuels we could eliminate the dependency on imported oil and gain our security and sovereignty back.
Think about this, if there is a disruption of the money going into the middle east, maybe, the Arabs that don't support the extremist would go after them, themselves. What a concept, Arabs policing themselves.
We could concentrate on securing our borders and getting the 15 million criminals out of the US of A. But, that's another subject.

We have no choice but to win this war. If terrorism and the tactics they use prove successful, every demented group in the world with an ideology of hatred and domination will take note. And don't expect that the terrorists will abandon tactics if they prove successful.

Note: You left out of your question the fact that along with the caves and religion, they hide behind innocent civilians as well.

every politician hides behind religion. why should we win this war and/or war against drugs! it may harm the working poor but people in power and/or military corporations naturally want to keep profiting and obviously they can't profit without war! military corporations were losing their jobs when cold war ended. no communism , no money. so they created a different "ism"; terrorism !! we are only means for an end!

You cannot "win" a war such as that within the normal constructs of winning a war. They will not surrender. Even the Japanese, who were nearly as fanatical surrendered in World War II. Since the war is being carried from the Terrorist side by individuals whose hatred comes form a deep seated conviction that they are "right" and will fight to the death, it seems likely that only annihilation will result in a "win".

Unfortunately our society does not support a war of annihilation. We would rather convince others of our technical and military superiority and wait for them to surrender. Won't happen in this one. I just don't think that our polity can stomach this and we will back down and wait for the impossible - the terrorists to decide to stop killing us.

We can easily fight and win this kind of war. If we would stop worrying about stopping an inevitable civil war, we could actually make some progress against al queda.
