Most PCs and Notebooks today claim to have Windows Vista preinstalled in them(before delivery). Does this mean they'll also provide us with the installation disc of the OS? Or they install it only for the first time?

Your question is way too broad, even it out to a certain brand, and try to send a support question to their website, this question is too broad for us to handle.

Some computer companies will bundle it, and most computers (windows xp, im not sure about vista) has the option to burn windows onto a cd before you do anything else on the computer.

HP, COMPAQ, DELL to my knowledge gives u a facility to create a recovery DVD that will help in getting back ur laptop to the factory setting condition with an activated OS.

The fact here is companies do buy the OEM (original equipment manufacturer) license where say a group of laptops will be preactivated under a volume license, but each laptop is given a different Serial Key.

So be assured, they will give u a licensed Vista OEM OS but not its installation media.

The only way is to restore using the recovery DVD supplied.......

I don't know about all but Dell always does.
Windows Vista is harder to steal as it has a recovery drive partitioned from the main drive that contains all the files to install a clean copy of windows, while windows xp comes with a CD that can be used among hundreds of people.

Today, in most cases the OS is pre-installed so all you have to do when you get your new machine is to turn it on and register it. The "Restore" doesn't come on a disk, instead it is stored on a partition on your hard drive. Usually named "D". The first thing one should do is to burn that "Restore" to CD's and put it in a save place. But to answer your question, all the software that is pre-installed does come with the machine so that in case of a major crash, you can restore your computer.

Almost (if not 100%) will give you the OEM recover disk, it helps you recover your system in case the system being failed. Some companies (like Dell) may require you $10 to get this disk. Remember as OEM you cannot install on another machine.
